Dell Zino HD 410 and Windows 8.1

I have not been able to install 8.1 on my Dell Zino HD 410 with AMD Phenom for the past month.

I keep getting 'Devices Ready' stuck. It seems to stop at random %s too. From 3% up to 33% but no higher than that. I have pulled every single cable and USB input from the machine when doing going through the update. I have not changed the HDD or made any changes to machine since I had it.
Basically I can get everything working fine with every other OS up to 8. Not sure what gives. The erorr code is the same each time (which I dont have on me)

I tried literally everything from downloading the update from the Store, to a clean install from a bootable drive, downgrading to 7 then up to 8 then to 8.1. None of them work. Updating all the drivers and have the A04 BIOS running the machine are useless. I must have tried this at least 8 times in different ways.

Also tried the various methods I saw from other forums, such as safe boot install and the scanning the HDD which doenst have any errors.

Could anyone help?
