Thermal pastes and thermal pads replacement in vostro 3450

Hi,

I need to replace the thermal compound and thermal pads came in vostro 3450 laptop. I removed the heat sink 

and saw that there small thermal pads covering other parts also like small registers and ICs. 

What thermal compounds should i use?  Can i use Arctic silver ceremic compound over all the parts connected to the heat sink?

What if i use Arctic silver 3.5T over the processor can it short circuit it? as it says its slightly capacitive.
