How to create a Windows Recovery Environment?

I'm having trouble refreshing and resetting my PC which came pre-installed with Windows 8. I messed up with the recovery partition and now I couldn't reset my PC to factory settings. I called up support but they said they don't provide a recovery media but can get through Dell Backup and Recovery. Now the problem is DBAR software requires Windows Recovery Environment to get installed. How can I repair my PC or create WinRE? I'm stuck with the Dell's OEM PC now which can't get repaired. Please help!
