F8 key windows 8 Factory Default - wont work onTask bar or Desktop shortcut icons

I am using CorelDRAW antd other programs. And one very important thing is the F8 key that make for example my CorelDRAW to go back to Factory Default state. The sate it was in when first installed the program.

Now, with the F8 key not working with my windows 8.1, on my Dell Inspiron 7520, I am wondering if this is a Dell thing or a Windows thing. And regardless of who´s problem it is, how I can get the F8 to work properly.

1) Go to either a Program Desktop shortcut icon, OR go to the Task bar

2) Press down the F8 key - and KEEP pressing down all time, while pressing the Program icon , to start the program.

3) RESULT: Nothing happens. The program icons look like they are not touched/pressed down by any mouse button. The program wont start and this is a HUGE issue. This "new" thing, (or if it is a bug you at Dell can help me with), totally removes something that has been a Standard procedure for decades now.

4) OBSERVE, this should have NOTHING to do with any system recovery Bios or anything. I am talking about Programs like CorelDRAW, Photoshop, OPenoffice, MS Word oand what have you. It is a function that has worked the same way since decades on every operating system since at least windows 95 and windows 7. Suddenly with windows 8 it is not working anymore. WHY?

Dell, or anyone, please advice how I can get my F8 key to work as it should.
