Does this system qualify for downgrade to Windows 7 Pro and what is the process to do that?

Inspiron 15z 5523 Ultrabook comes with Windows 8 Pro, which to my understanding has downgrade rights to Windows 7 Pro.

I am helping someone pick out a laptop and want to know the process before they buy. Does this system qualify for downgrade? 

If yes, what is the exact process to complete the process? If no, why not? It comes with Win 8 Pro. How do I get the Windows 7 Pro installation media? How do I get the Windows 8 Pro installation media?
