Trubleshooting option missing from Windows 8 in Inspiron 15

In my lab , we have just bought a Inspiron 15 with Windows 8.  We tried to install a device driver software in the PC but the requirement for that  is to disable driver signature enforcement. But when I tried to find " Troubleshoot" option following this path, Change PC settings > General > Advanced Start-up > Restart Now, it is only showing Continue, Add a device and Turn off your PC. No troubleshoot option.

To  disable driver signature , I checked that I need to follow the path Troubleshoot>Advanced options>Startup Settings>Disable driver signature enforcement (7th system boot mode). As, the troubleshoot option itself is not coming so I can't do any of that.

Please suggest what should I do? Is there any other method to enable 7th system boot mode or it is some problem is with the OS?
