Windows 8.1 system recovery not working

When our Inspiron 17 5748 is booting, a Windows message appears telling me that the system cannot be booted and that I need to use the Windows DVD to repair my system.

The laptop hasn't been delivered with such a DVD, but fortunately (I thought) I had created three restore DVDs using the Dell Backup and Recovery program.

When the system is booted using the first DVD, I can go through the process of system recovery. However, 48% into the recovery process, the first DVD is ejected and a request for the second DVD is made. Although this disc is inserted, the process does not continue at this point and the message 'insert disc 2' (translated from Dutch) remains on the screen.

All three DVDs can be opened and viewed on other computers, so I am not sure what is wrong with them, but I suspect something went wrong during the creation of the discs. On the Dell website, I found a request form for recovery media, however this form only applies to customers in the US and Canada. As I'm located in the Netherlands, Is there another way I can order recovery media?
